Balboa Highlands is a subdivision comprising 108 buildings constructed between 1962 and 1964. Balboa Highlands is a rare Southern California example of a development by Joseph Eichler, one of the state’s leading proponents of modern living. ARG prepared a historic resources survey of Balboa Highlands, which included writing a historic context statement, completing building descriptions, assessing district integrity and making a recommendation of eligibility. Fieldwork included the use of tablet PCs and an in-house Access database. In partnership with the Los Angeles Conservancy, ARG mentored architecture students from Kennedy High School. The students helped to photograph and document properties in the HPOZ. Balboa Highlands is one of just two post-war housing tracts in the City of Los Angeles to be designated a HPOZ.
